[NA/EU/JP] Anti-Knockback Fix | Packet Hacks Improvement

One person has reported getting frozen in place after anti-knockback activated. I have implemented a five-second timer to prevent this from happening. I don't think there are any five-second knockbacks but let me know if there are any problems. I have recompiled WinDivert.dll with all the bug fixes the author has implemented since 2019.
