Bug Fixes, QoL Improvements, & Korean Address Update

Global animation speed (how much to increase animation [attack] speed) will now overwrite keybind animation speeds if it is greater than 0. Ship/mount speed should no longer require movement speed to be set above 0. Made some adjustments to how config.txt is read to ensure correct values.
